Members of the independent multi-stakeholder monitoring teams for the Tampakan Copper-Gold Project underwent a capacity-building workshop at the East Asia Royale Hotel in General Santos City on 11-13 September 2018. The workshop was aimed to capacitate the Mine Rehabilitation Fund Committee (MRFC) and the Multipartite Monitoring Team (MMT) with knowledge on its mandated operations and reporting systems, environmental and mining laws, and the principles associated with environmental and social development monitoring.
A field practicum was also conducted along the Taplan River in Barangay Buto, Tampakan, South Cotabato, where members had an immersion on various environmental and social development monitoring activities such as bioremediation, waste management, water quality and air quality monitoring. The workshop participants also visited the Buto Reforestation Area, a community-based forest management program being implemented by Barangay Buto and supported by Sagittarius Mines, Inc.
The MRFC for the Tampakan Project is mandated to manage, operate, monitor and look after the safety of the Mine Rehabilitation Fund and Final Mine Rehabilitation and/or Decommission Fund that shall be established and deposited in a Government depository bank by SMI; and, ensure that the submitted Environmental Protection and Enhancement Program (EPEP) and Final Mine Rehabilitation and/or Decommissioning Plan (FMR/DP) are strictly implemented. It is co-chaired by the Regional Director of the MGB Regional Office XII and the Regional Executive Director of DENR Regional Office XII; its membership includes the Environmental Management Bureau Regional Office XII, their counterparts from the DENR/MGB/EMB offices in Region XI, the project’s host Local Government Units, affected communities, locally accredited non-government organizations (NGOs), and SMI.
The MMT, on the other hand, serves as the deputized monitoring arm of the MRFC. The MMT is mandated to monitor on a quarterly basis, or more frequently as may be deemed necessary, the mining company’s compliance with its EPEP and FMR/DP, the conditions stipulated in the Environmental Compliance Certificate (ECC), the commitments made in the Environmental Impact Assessment (EIA) Report, and its Social Development and Management Program (SDMP).
