RESETTLEMENT SUPERINTENDENT

Based in Polomolok, South Cotabato, this role will direct and manage the effective implementation of the company’s resettlement action plan (RAP) in close coordination with relevant departments and in accordance with international best practice. This role will also champion the interests of resettled communities in the day-to-day management of the project and ensure that the goals of avoidance and minimization of resettlement, and commitment to improvement of the living standards and income levels of displaced persons are mainstreamed into project operations.

Manage the development of all aspects of Resettlement Program which includes activities relating to the implementation of the companies Resettlement Action Plan (RAP) and resettlement commitments in the FPIC and LGU MOA’s.

Key responsibilities:

  1. Sustainable Development (SD) Standards – Provide direct and visible leadership within own area of responsibility through the effective use and demonstration of the Project’s sustainability standards and systems in all work activities.
  1. Resettlement Programs – Manage the development of all aspects of the Resettlement Programs which includes activities relating to the Resettlement Studies, Resettlement Committee processes and consensus building of the affected community members living on the final mine area.
  1. Managing Sustainability Programs – Manage the delivery of sustainable practices livelihood restoration projects targeting resettled populations.
  1. Capacity Building – Develop and manage the application of effective mentoring and capacity-building frameworks for displaced communities to help them establish sustainable systems for administering and maintaining their replacement villages and infrastructure.
  1. Reporting and Compliance – Ensure that the team has efficient controls, monitoring, and coordination processes in place to manage and sustain ongoing compliance with relevant international and local laws and standards. Ensure that monthly reporting is coordinated across the whole department and consolidated in an appropriate manner.
  1. Reporting and Communication – Monitor and report on resettlement performance to the SMI Management Team. Ensure accurate and timely delivery of monthly, quarterly and annual reports for internal and external reporting purposes.
  1. Team Leadership – Develop and lead effective team that will support the ongoing needs of the business as it progresses through the various project stages.
  1. Cost Management and Accountability – Ensure prudent and judicious use of the company’s resources without compromising the delivery of quality and outputs in most effective and efficient way.

Key requirements:

  • A degree in community development, anthropology, social science or other relevant discipline.
  • Minimum of 5 years’ experience in planning, management and implementation of large-scale land acquisition, resettlement and livelihood restoration projects and implementation of Resettlement Plans in accordance with Philippine and international standards.
  • Not less than 10 years experience in hands-on community development.
  • Experience working in areas of conflict-affected communities, sensitive local stakeholders, complex security, cultural and socio-political landscape.
  • Experience of working in the mining or extractive industries sector is highly desirable.
  • Demonstrated planning, organization, coordination, communication, presentation and negotiation skills.  
  • Highly proficient in proposal preparation, development and management; technical writing is a must.
  • Excellent in written and oral communications. Fluent in English and Filipino; ability to converse in Visayan or other local dialects is preferred.
  • High level of awareness in health, safety, environment and stakeholder engagement practices and standards
  • Advanced computer literacy, particularly in MS Office applications.
